1. First of all; open your image to Paint Shop Pro.
2. Press the Selection Tool, which looks like this: . Slow down before using it, you need to change the settings first. Change your settings to something like mine:
3. Now you can circle around the part you want to have in the picture. Start from the center and drag it out (you'll see how the tool works), release the mousebutton when you want to.. This is my image so far:
4. Press CRTL + C, and then CTRL + V. The image will be copied, and then pasted into a transparent paper. In the end, your picture should look something like this;
