Cartoon Effect
1. First of all; open your image to Paint Shop Pro.
2. Second, go to Adjust > Add/Remove Noise > Edge Preserving Smooth.
3. A small window will show up. Change the settings until you get satisfied. I've chosen to write 14 as in amount of smoothing.
